Admission to most of the colleges in our selection is based on the average grade point average (GPA). Due to the high popularity of these educational institutions, each of them usually has a competitive selection process.
The experiment to guarantee admission to Moscow colleges for 9th-grade graduates of 2025 in OGE subjects — mathematics and Russian language — does not cover all of the capital's educational institutions. It applies only to those colleges and technical schools included in the list specified in the appendix to the order of the Moscow Department of Education and Science dated April 8, 2025, No. PR-311.
These are institutions under the jurisdiction of the said Department, with funding received from the city budget, not the federal budget. This list includes only one college affiliated with a university, namely, Moscow City Pedagogical University (MCPU). It is included in our selection. Therefore, you can enroll here by passing two subjects of the Basic State Exam (OGE), in the programs specified in the order of the Moscow Department of Education and Science.
Please note that the colleges listed by the Moscow Department of Education and Science are not directly affiliated with universities, but many of them have partnerships with higher education institutions. For example, the Moscow State College of Electromechanics and Information Technology (GBPOU MGKEIT) actively collaborates with several technical universities in Moscow, including the Moscow Power Engineering Institute (MEI), the Moscow Institute of Transport Engineers (MIIT), and the Moscow Institute of Physics and Technology (MIFI). The Moscow Industrial College (GBPOU MIK) also has ties with various universities, but for information about opportunities available to students, it is recommended to contact the college directly. Partnerships with universities can provide students with additional educational and career opportunities, such as internships, joint projects, and access to modern resources.

In Moscow, colleges affiliated with federal universities and subordinate The Russian Ministry of Education and Science, as well as other relevant federal ministries, continue to adhere to the traditional admissions process. In 2025, admissions will be based on the average grade point average (GPA) of the secondary school certificate, rather than the results of the two Basic State Exams (BSE). This means that applicants must consider their GPA when submitting their documents, as this will be the key criterion for admission.
When choosing an educational institution, it is important to carefully review the admissions rules, as different universities and colleges may have different subject requirements for calculating the competitive score. Depending on the specialty, different subjects may be considered, which affects the final result. It is also important to pay attention to the criteria used to determine rankings in cases of ties between applicants. This will help you better prepare for admission and increase your chances of success.
It is important to keep in mind that individual achievements play a significant role in the admissions process. A standard list of achievements is used by many educational institutions, but there are also unique achievements, such as participation in Olympiads organized by a specific college. It is recommended that you carefully review the admissions policies of the educational institutions you are interested in for accurate information on the achievements accepted.
Additional tests are required for admission to creative and other specialties. These exams help assess applicants' level of preparation and their abilities in specific areas. The admissions process for such programs requires careful preparation and may include practical assignments, interviews, or competitive essays.
Not all educational institutions have yet published tuition fees for new applicants, so our selection of colleges shows prices for 2024. Please ensure that the information is current, as it is subject to change. We recommend checking the details on the official websites of educational institutions before submitting an application.

The college in Moscow has several buildings offering 12 different specialties. The academic programs cover not only pedagogical disciplines but also such sought-after fields as law, design, decorative and applied arts and folk crafts, as well as folk art, including theater, choreography, photography, and video. Most programs are offered full-time, but some specialties also offer part-time and part-time options, such as "Primary School Teaching" and "Corrective Pedagogy in Primary Schools." The "Jurisprudence" specialty is available part-time.

Is it possible to enter a university without the Unified State Exam after graduating from an affiliated college?
The current admissions procedure to higher education institutions leaves universities the right to independently determine the admission requirements for applicants with secondary vocational education. They may conduct internal exams or accept Unified State Exam (USE) results, as for 11th-grade graduates. These rules apply to all applicants entering after colleges and technical schools, not just those who graduated from a college at a given university. This allows for a more diversified approach to student selection and increases competition among applicants.
The college program at a university is aimed at preparing students for internal entrance examinations, which can significantly increase their chances of admission compared to applicants who are not affiliated with the institution. However, a successful outcome cannot be guaranteed, and each candidate must consider many factors influencing their admission.
Starting in 2026, changes will occur to the admissions process for students to higher education institutions. This will affect everyone who enters colleges in 2025 and then continues their studies at universities. The new admissions rules will differ from the current ones, and it is important to familiarize yourself with them in advance to be prepared for the changes. The introduction of new standards implies adjustments to selection criteria, which may impact the choice of specialties and the preparation strategy for applicants.
- College graduates will only be able to enroll in programs whose profile matches the specialty or profession they obtained in secondary vocational education through internal examinations. Universities will determine whether these profiles correspond independently.
- In all other cases, college graduates, like eleventh-graders, will have to prepare for and pass the Unified State Exam (USE) in parallel with their college studies in order to enroll in a university.
Some universities, including Bauman Moscow State Technical University, have already implemented an admissions procedure that allows applicants to decide on their choice of specialty in advance. By enrolling in a technical school affiliated with Baumanka, you can get an idea of the university's offerings, which will help you in your further education and admission to higher education. This gives you the opportunity to prepare in advance and choose a direction that matches your career goals and interests.

What other advantages are there when entering a university after completing a related College?
The question of whether a university can give preference to graduates of its college when applying for state-funded places often generates interest among applicants. According to the current Procedure for Admission to Bachelor's and Specialist's Degree Programs, universities do not have the right to establish a separate admissions procedure for applicants who graduated from their colleges. However, universities may include in their admissions rules certain individual achievements that may earn additional points (maximum 10) or an advantage in a competitive situation in the event of a tie between applicants. Thus, theoretically, a university can take into account individual achievements associated with successful completion of its college. However, in practice, such examples are not found in the admissions rules published by the universities in our selection.
Another potential advantage is that students who completed their studies at a college on a fee-paying basis may receive discounts when applying for fee-paying tuition at the university with which their college is affiliated. It is important to check this possibility with a specific university, as the terms and discount amounts may vary.
Is it possible to shorten the period of study if I enroll in a university after completing a college at the same university?
A number of universities offer shortened bachelor's and specialist's degree programs for students with secondary vocational education (SVE) in the relevant field. For example, such programs are available at the Plekhanov Russian University of Economics and the Moscow Technical University of Communications and Informatics (MTUCI). This is made possible by crediting certain courses studied in college, which correspond to the courses of the bachelor's or specialist's degree. These programs allow students to complete higher education more quickly, leveraging the knowledge and skills they've already acquired.
Even if a university doesn't offer special programs for graduates of vocational schools, there may still be opportunities to credit courses taken in college and transfer the student to an individualized curriculum. This may shorten the student's time of study. The procedures and conditions are governed by the university's local regulations. More details about this process can be found in our separate article. It is easier for universities to establish the equivalence of courses and modules for admission if the student has completed his studies at a college affiliated with the same university.
