He made millions by distributing the drug nuke. After Kane's arrest by RoboCop, the remaining members of his cult attempted to strike a secret deal with the mayor of Detroit. They offered to pay off the city's debt to OCP in exchange for the authorities' promise not to interfere with their nuke-dissemination activities. This alliance highlights the complex connections between crime and politics in Detroit, where the struggle for power and money leads to moral compromises and corruption. Just as the mayor was about to agree to the deal, Kane suddenly appeared, transformed into a deadly robotic machine. He unleashed a massacre, leading to chaos in the city. OCP Corporation was aware of the upcoming deal and intervened to maintain control over Detroit and prevent it from slipping away from its influence.

The film depicts Kane's laboratory, where the chemist produces the drug nuke. However, after his arrest and transformation into a robot, the drug continues to circulate on the streets. This suggests that Kane was not the only distributor, but only one of the largest, and his lab only packaged the substance into vials with various additives.

There were numerous labs in Detroit, mentioned by the head of the OCP. He noted that nuke was delivered in specialized containers resembling flasks. The contents of each flask were sufficient to addict an entire block. The film does not reveal details about the manufacturer of this drug.
